In the afternoon on June 22, Shanghai Chemical Plant Emergency Response Integrated Drill, co-organized by Shanghai Administration of Work Safety and SCIP Management Committee, was held at SECCO . Deputy director of General Office of Shanghai Government and director of Shanghai Emergency Response Office Xiong Xinguang, director of SCIP Management Committee and director of Work Safety Committee Ma Jing, deputy director of Shanghai Administration of Work Safety Hua Keqin, deputy director of SCIP Management Committee and executive deputy-director of Work Safety Committee Yu Liangru, vice chairman of Shanghai Red Cross Society Sun Dahong, vice president of Huayi Group Chen Yao, general manager of SCIP Enterprise Development Co., Ltd Zhang Chun, general manager of Shanghai SECCO Wu Haijun, representatives of 7th Inspection Team of Work Safety Committee of the State Council, Shanghai Traffic Committee, Shanghai Health and Family Planning Commission, Shanghai Quality Supervision Bureau, Shanghai Firefighting Bureau, Jinshan District Government, Fengxian District Government and Shanghai Institute of Technology, responsible persons of members of SCIP Emergency Response Committee, responsible persons and HSE managers of various SCIP enterprises and representatives of communities in Jinshan District and Fengxian District participated in the event.

 

The scene for this emergency response integrated drill: the fire alarm detector near 25-S-0501 of SECCO PP plant is giving flammable gas alarm, field operator confirms the outlet flange of 25-S-0501 in 3rd floor is leaking and catches fire. SCIP ER Center initiates ER plan as soon as the “incident” occurs, and immediately assembles public security, fire-fighting, environmental protection, medical, water service and other emergency response departments for cooperative engagement, by taking production process measures, using fixed fire-fighting facilities and applying new fire-fighting equipment and new tactics, the severity of damage and range of influence are successfully brought under control, and the dangerous situation is eliminated eventually.

 

This drill involves many links of emergency response like receiving and dealing with alarm, preliminary handling, joint handling (operations of command center, deployment of tactics, cross-District support and reinforcement, air rescue), logistics guarantee and drill assessment. More than 20 fire engines of all kinds, more than 10 emergency support vehicles, 2 police helicopters, several corresponding emergency response vehicles of medical rescue, environment monitoring and traffic control and about 100 fire commanders and fighters were engaged in this “combat”.

 

At the end of this drill, Ma Jing made a speech on behalf of organizers and vice chief of staff of Shanghai Firefighting Bureau Chen Jianhuai made a speech on behalf of expert team.
