In SECCO, health and safety of our workers, contractors, customers and communities where we operate is of a paramount importance. We believe that all injuries and occupational illness are preventable. Our goals are ¡°No accidents¡± and "No harm to People".

Our objective is to maintain a prevention-based program for Health & Safety that results in this project being recognized as a leader in engineering, construction, operation and maintenance of chemical facilities. Our health and safety program is a continuous improvement process, defining compliance to local government rules and regulations as a minimum requirement.

We are convinced with the dedicated and conscious effort by everyone working for SECCO, we will realize our goal of "No accidents" and "No harm to People".

Despite our highest effort and commitment towards health and safety, we realize, we will be continuously exposed to some of the unknown risk. SECCO will continuously identify and overcome this risk through various health and safety management and improvement programs.




Environmental protection is paramount importance to SECCO. We seek for the harmonization and integration of environmental, social and economic benefit and make every effort for sustainable development of the enterprise.

Our project is designed as per Chinese and International Standards. Its anticipated pollutant discharge level will be lower than that of existing domestic and overseas plant of similar scale. The proportion of CO2 generated from this project will be lower than similar plant in other countries. In addition, many technologies will be adopted to minimize continuous flaring and fugitive emissions.


SECCO will use advanced technologies including advanced energy-saving and water cycle technologies and low-sulphur fuels to reduce energy or water consumption, and reduce pollutant generation.

SECCO will utilize part of the integrated environmental protection system of Shanghai Chemical Industry Park. It relies on the centralized bio-chemical sewage treatment facility and centralized waste incineration facility of this Park to dispose wastewater and other waste respectively.

SECCO will establish and run an environmental management system according to the ISO14001 standards in future production and operation. It will make full and effective use of raw and auxiliary materials and natural resources to lessen impacts of its production and operating activities upon environment and populations.

The Environmental Impact Assessment report (EIA) of the project was prepared by Beijing BPEC Environmental Engineering Co., Ltd and Shanghai Academy of Environmental Sciences, and approved by State Environmental Protection Administration of China in 2001.
