On December 5th, SECCO formally obtained the 50 year Land Use Right certificates. On December 18th, The Tenth Board Meeting was held in SECCO’s Caojing office. One resolution passed at the meeting was to approve Mr. Wang Jiming’s resignation from the SECCO chairman post for work reasons. In accordance with relevant SECCO JV’s constitution, the Board nominated Chairman of Shanghai Petrochemical Company Limited and Chairman of SCIP Development Company Limited Lu Yiping as Wang Jiming’s replacement to be the SECCO chairman, and nominated Mr. Luo Shijie as a SECCO board director. On November 4th, Vice Chairman of the Standing Committee of National People’s Congress Sheng Huaren and Chairman of the Environmental and Resources Protection Committee of National People’s Congress Mao Rubai, together with their company, inspected Shanghai SECCO 900KTPA Ethylene Project site. Among their company were Vice Chairman of the Standing Committee of Shanghai Municipal People’s Congress Zhu Xiaoming and Vice Secretary-General of Shanghai Municipal People’s Congress Tang Guocai. On November 5th, SECCO Road Safety Month was opened at Caojing Primary School. On November 13th, SECCO and Lucite signed a suite of cooperation agreements. On November 17th, SECCO project construction achieved 10 million safe work hours. Up to then, no Days Away From Work Case happened. On October 25th, General Manger of Sinopec Group and Chairman of Sinopec Chen Tonghai inspected Shanghai SECCO 900KTPA Ethylene Project site. On October 29th, In “BP 2003 Financial Control and Accounting Awards”, SECCO’s Finance Department received “Outstanding Entry Award”, which is the highest in Leadership & Communication category. SECCO was the only company who received this award in Southeast Asia. In October, SECCO was rated as a Credit Grade AAA company after being evaluated by a credit rating company authorized by the People’s Bank of China, Shanghai Branch. On September 15th, SECCO intranet was launched. On September 18th, SECCO Production Preparation and Start-up Command Post was founded. On July 8, General Manager of Sinopec Group and Chairman of Sinopec Chen Tonghai and his company inspected Shanghai SECCO 900KTPA Ethylene Project site. On July 10th, CEO of BP Chemicals Iain Conn and his company, a total of 10 people, inspected Shanghai SECCO 900KTPA Ethylene Project site. On July 11th, Vice Chairman and President of Sinopec and Chairman of SECCO Wang Jiming and his company inspected Shanghai SECCO 900KTPA Ethylene Project site. On July 16th, The Signing Ceremony of SECCO Project Engineering Insurance Contracts was held in Jing’An Hilton Hotel. On July 24th, The Ninth Board Meeting was held in SECCO’s Caojing office. In July, The Social Impact Assessment for SECCO project was successfully concluded. On May 12th, Under the attention and guidance of the senior management, SECCO publicized the “Company Notice of Precautions against SARS”. In accordance with relevant government regulations, SECCO established a SARS Precautions Workgroup. On May 23rd, SECCO and AMEC (AMEC Engineering & Consulting (Shanghai) Company Limited) formally signed the bridge agreement, contract agreement, generic terms and all the supplements under the onshore and offshore contract on PMC and Instrumentation Package. The signing of this contract represented that IPMT (Integrated Project Management Team) had reached a critical milestone, where all of SECCO project’s overall EP (Engineering and Procurement), EPC(Engineering, Procurement and Construction), C(construction), supervision and quality contracts had been signed and concluded. On April 17th, Shanghai Municipal Key Project Construction Office and Shanghai Chemical Industry Park’s Safety and Quality Supervisory Station held a joint inspection of SECCO’s site on the five aspects of integrated management, engineering quality, work safety, environment and hygiene, and propaganda and education. On April 29th, SECCO signed AN supply contracts with both SPC and Zhejiang Jinyong ACF company (a subsidiary of SPC). On March 18th, On an awarding ceremony held by the “Project Finance” magazine, SECCO was granted with two international financing awards, “Annual Petroleum and Natural Gas Transaction Award in Asia-Pacific Region” and “Annual China Development Award of 2001”. Moreover, SECCO financing project was also granted with “Annual Best Project Finance Transaction Award” by the “Asset” magazine, and granted with the “Annual Best Energy Transaction Award” by the “Global Finance” magazine. On March 26th, The Eighth Board Meeting was held in SECCO’s Caojing office. One resolution was passed at this Meeting was to appoint Mr. Gordon Souter as the company’s board director and General Manager to replace Mr. John Morgan. In March, After being evaluated by Shanghai Finance and Taxation Bureau, SECCO was granted with Grade A Finance and Accounting System Credit Certificate. On January 16th，The Seventh Board Meeting was held in Shanghai. On January 17th, SECCO held a Spring Festival Party at Shangri-La Hotel in Pudong, Shanghai. Chairman Wang Jiming and Vice Chairman Graham Hunt came to the party and extended their New Year wishes to all SECCO staff. They joined the SECCO staff to ring out the old year and ring in the New Year and to talk about our future. January 18th- 19th, Deputy General Manager of Sinopec Group and Vice Chairman of Sinopec Chen Tonghai, together with President of Sinopec and Chairman of SECCO Wang Jiming, held the second site meeting on Shanghai SECCO 900KTPA Ethylene Project in Shanghai.
